For 70 years, UNICEF has been working on the ground in 190 countries and territories to promote children's survival, protection and development. Background & Rationale

On behalf of an inter-agency reference group and in collaboration with UNFPA, UNICEF led the revision of the 2005 Inter-agency Standing Committee (IASC) Gender-based Violence Guidelines, which are now called the IASC Guidelines on Integrating Gender-Based Violence Interventions in Humanitarian Action (the 'GBV Guidelines'). The revised GBV Guidelines were finalized in 2015 and are being rolled out globally during 2016-2017. The GBV Guidelines support humanitarian stakeholders (international and national actors across all humanitarian sectors) to fulfil their responsibility to protect all those affected by crises through:

  • Reducing risk of GBV by implementing GBV prevention and mitigation strategies from pre-emergency to recovery stages of humanitarian response.
  • Promoting resilience by strengthening national and community-based systems that prevent and mitigate GBV, and by enabling survivors and those at greatest risk of GBV to access care and support.
  • Aiding recovery of communities and societies by supporting local and national capacity to create lasting solutions to the problem of GBV.

A detailed Implementation Strategy has been developed to promote sustained, systematic uptake of the GBV Guidelines by humanitarian stakeholders over the long term. The strategy aims to catalyse systems-level

change so that all humanitarian programming is planned and implemented in a way that prevents and mitigates the risks of GBV, and – for some sectors– responds effectively to the needs of GBV survivors. The early stages of the rollout of the Guidelines have resulted in significant interest and support among partners and sectors, including the UNICEF sectors and clusters and other humanitarian actors, promoting greater action to address GBV and improve humanitarian response.

At such a critical moment, it is paramount that we build upon this momentum in the continued rollout of the Guidelines. The time is now to capitalize on the growing global attention toward GBV and its impact on individuals, communities and entire societies. UNICEF is engaged in a number of activities to promote uptake and use of the Guidelines in order to ensure GBV survivors benefit from appropriate care, to facilitate the process of structural change to protect women and girls, and to reduce the likelihood of GBV occurring in the first place. By implementing strategies, dedicating resources and channelling efforts into the 2nd and 3rd years of rollout, UNICEF can help to ensure the Guidelines have the greatest impact on the lives of women and children around the world.

UNICEF is reinforcing its own capacity to implement the Guidelines and to demonstrate and document the tangible results that can be achieved through their implementation in some of the world's most intense and complex emergencies. In order to be effective, there is need to reinforce UNICEF's human resources. The GBViE Sector Support Specialist will help maximize the impact for women and children on the ground by building the capacity of certain UNICEF sectors to design and implement strategies, in adherence to the GBV Guidelines, in order to effectively prevent and mitigate the risks of GBV.

Purpose

The GBViE Sector Support Specialist will focus in an in-depth manner on building the capacity of the UNICEF Child Protection, Education, Health, Nutrition, and WASH teams and sector/cluster partners to integrate the recommendations from the Guidelines into their work and to fully support the operationalization of the GBV Guidelines across sectors and clusters. The Specialist will travel to 4-5 locations throughout the duration of their contract to provide in-depth technical support and sector-specific trainings to sectors for the design, implementation, monitoring and resource allocation of appropriate GBV programming in emergency settings.

Expected results: (measurable results)

The efforts of the GBViE Sector Support Specialist will result in strengthened capacity across UNICEF humanitarian sectors for addressing GBViE through trainings provided to staff and partners on the technical expertise and tools recommended within the GBV Guidelines. The Sector Support Specialist will provide on-site trainings and other support required to:

  1. Raise awareness among five UNICEF sectors (Child Protection, Education, Health, Nutrition and WASH) and partners of the new GBV Guidelines and the relevant recommendations and tools therein.
  2. Through on-site trainings, provide an overview of the GBV Guidelines' strategies and recommendations on addressing and responding to GBV in humanitarian settings, and provide dedicated, sector-specific training and guidance for integrating GBV prevention and mitigation into each sector's humanitarian response.
  3. Brief and support all of the relevant technical sections on the GBViE Guidelines to help improve understanding across the office that practical, achievable solutions to reducing GBV risks are available and will add value to existing programmes.
  4. Review existing sector strategies and other programme documents to highlight areas where GBV prevention and risk mitigation can be integrated.
  5. Promote learning in the country office on how existing programmes can be enhanced in the light of good and emergent practice as captured in the GBV Guidelines, and strengthen integration of GBViE activities/approaches at the programme level across all UNICEF sectors in line with the GBV Guidelines recommendations.
  6. Provide training and guidance on GBV Guidelines sector-specific indicators to ensure effective monitoring and evaluation of all GBV interventions.
  7. Carry out technical review of UNICEF sector proposals to provide advice on strengthening GBV prevention and risk mitigation.
  8. Review consolidated appeal proposals to provide strategic inputs on how prevention and risk mitigation can be included across UNICEF sectors (this would include an analysis of why inputs are or are not taken on board so that these lessons can be used in the future).
  9. Document and share lessons learned to illustrate in a tangible way how women and children are affected when the Guidelines are adhered to.
  10. Finalize and pilot donor checklists to support use of the Guidelines.

Duty Station

This position is home-based, with frequent travel to New York, Geneva and field locations (to 5-8 countries).

Key competences, technical background, and experience required Deadline

  • Advanced university degree or equivalent in gender studies, social anthropology, law and women's rights, sociology, public health or other field related to GBV in emergency programming.
  • At least 8 years of GBV programme management experience, preferably including at least 2 years implementing a GBV program in a humanitarian context and 5 years of experience on training and capacity building related to addressing GBViE.
  • Ability to work with NGO, government and international organizations. Demonstrated experience in supporting humanitarian programmes at the country level and experience of working across multiple humanitarian sectors.
  • Experience in GBViE-related prevention, including on mainstreaming prevention across sectors of humanitarian response (e.g. Child Protection, Education, Health, Nutrition, Water and Sanitation). Understanding of the basic activities that non-GBV-specialist sectors should undertake to prevent, mitigate and respond to GBV in emergencies.
  • Experience in building knowledge and commitment among technical and management staff in terms of addressing GBViE.
  • Demonstrated experience developing and facilitating trainings and workshops within the international development sector.
  • Deep understanding of GBV guiding principles and what it means to provide a survivor-centered response. Demonstrated understanding of issues related to confidentiality, data safety/security and other ethical concerns related to the sharing of sensitive data between humanitarian agencies.
  • Demonstrated experience supporting staff in GBV case management; experience providing case management training a plus.
  • Excellent analytical, communication, writing and editorial skills in English. Proficiency in an additional official United Nations language (French, Arabic or Spanish) is mandatory.
  • Excellent computer skills, including MS Word, Excel, etc. Strong understanding of browser-based applications, interfaces, workflows, and role-based access.
  • Flexible work attitude: the ability to work productively in a team environment as well as independently, and the ability to handle requests or issues as they arise.
  • Excellent interpersonal and communication skills: the ability to successfully and effectively liaise with people in a wide range of functions in a multi-cultural environment.
