The UNICEF Zimbabwe Country Office is seeking proposals from qualified consultancy firm (s) to conduct end-user monitoring services on supplies and equipment for programs implemented by UNICEF in selected districts across the Zimbabwe.
Background: Over the past 5 years, UNICEF procured and distributed supplies and equipment to support programs in Education, Health, Social Policy, Child Protection and WASH sectors in various districts across the country. The items procured included motor vehicles, motorcycles, bicycles, medical, IT and office equipment amongst others. UNICEF intends to obtain feedback from the end-users of program equipment, supplies and services provided regarding the timeliness of delivery, sufficiency, suitability and quality of the respective supplies and equipment. UNICEF would also like to ascertain that the supplies and equipment are being used for the intended purposes to enhance the achievement of results for children in Zimbabwe.
Scope of the Assignment: The contracted consultancy firm (s) is expected to visit selected end-users at institutional and community levels across the country’s districts to assess whether appropriate supplies and equipment were provided and whether they are being used for the intended purposes. UNICEF will provide appropriate guidance and tools for this task.
The consultancy firm(s) is expected to undertake capacity-building initiatives to address identified shortcomings and to document and report on the findings to UNICEF.
Qualifications: The end-user monitoring services are to be conducted by an institution. The institution should be legally registered with an appropriate recognised board and the profile submitted should include legal status in Zimbabwe. International consulting firms are required to submit the legal profile of their local partners.
The number and profile of the team members of the firm should be such that the team size, experience, qualifications, mix and complementarity of expertise, availability and level of effort is convincing that the proposed work plan objectives can be met. Interested consulting companies/institutions should have the following qualifications and skills within their team:
- Previous experience of at least 1 year in conducting end-user monitoring or related activities for large development organisations or organisations of similar size and complexity.
- The organisation must have personnel with background in supply and logistics management.
- Registration with a relevant professional body is a requisite.
- The organisation must be completely independent from the entities under review in any aspect, including management, business transactions, financial or employment relationships.

Response requirements: At this stage, UNICEF is requesting Expression of Interest (EOI) from interested institutions. Institutions should submit detailed and complete institutional profile information, together with a written “Expression of Interest” by either email or mail no later than12:00 noon Harare local time on Monday, 6 February 2017.
