Background & Rationale
Thematic funds are contributions that donors earmark for UNICEF Strategic Plan Outcome Areas. Thematic funding provides an opportunity to facilitate financing of UNICEF programmes in a more strategic and flexible manner in order to achieve the results of the Strategic Plan. The arrangement with the donors entails the preparation of one consolidated report, the ‘Annual Results Report’, per Outcome Area including Outcome Area 6 Child Protection. This report follows guidelines and processes set by UNICEF’s Public Partnership Division (PPD) in close collaboration with Programme Division. The report highlights global results for children, progress and challenges against the outcomes and outputs set out in each Outcome Area of UNICEF’s Strategic Plan.
In addition to the Annual Results Report, and also related to the reporting on results, UNICEF Child Protection provides inputs annually to two other UNICEF corporate reports, namely the Programme Division Annual Report and the Executive Director Annual Report. These reports are produced in accordance with the guidelines and timeframes established by Programme Division (PD) and the Division of Research and Policy (DRP).
A senior writer is required to produce all three reports.
Purpose
The purpose of the consultancy is to coordinate and write the 2016 Annual Results Report for Outcome Area 6 Child Protection in line with the guidelines and timeframes shared by Public Partnership Division. It is also to produce the Child Protection inputs to two other UNICEF corporate reports, namely the Programme Division Annual Report and the Executive Director’s Annual Report in accordance with the guidelines and timeframes established by Programme Division and Data Research and Policy Division.
This is an assignment that may be carried out remotely and which does not require any travel
.**Expected results: (measurable results)**
Child Protection inputs into the UNICEF Programme Division Annual Report and the UNICEF Executive Director’s Annual Report:
- December 2016 – March 2017: Draft Child Protection inputs into the UNICEF Programme Division Annual Report and the UNICEF Executive Director’s Annual Report. These reports are produced in accordance with the guidelines and timelines provided by PD and DRP. They are also reviewed and cleared by UNICEF senior management.
2016 Child Protection Annual Results Report*: Coordinate the production of the 2016 Child Protection Annual Results Report to be reviewed and cleared by senior management. The report will highlight global and regional Child Protection results, including successes/challenges in key Child Protection indicators for 2016. It will also highlight selected investments made that were strategic and increased results in 2016. More specifically:
- October 2016 – December 2016: Liaise and conduct face-to-face and/or remote (by phone, skype, or email, as required) consultations with key UNICEF staff to take stock of the 2015 Annual Results Report and re-design contents layout for the strategic context and programme areas in view of the 2016 Annual Results Report.
- January – March 2017: Prepare first draft of the 2016 Annual Results Report based on relevant information**, including from information to be released early 2017 such as the Results Assessment Matrix (RAM) and Strategic Monitoring Questions (SMQs).
- April 2017: Prepare second draft of the Child Protection 2016 Annual Results Report based on feedback from UNICEF staff and senior managers.
- May 2017: Prepare final draft of the Child Protection 2016 Annual Results Report including fact-checking and proof-reading, including after the report goes to the designer.
- June 2017: Produce lessons learned document making recommendations for future Child Protection Annual Results Reports beyond 2016.
*NB: the timeline and process for the Annual Results Report has not yet been finalized, but is expected to broadly follow timelines and processes in previous years. This time frame is based on previous experience.

- Technical analysis of the investments made in Child Protection and the reported results (attributable to UNICEF) produced by New York Headquarters Child Protection Section (specifically for the Programme Division Annual Report);

- Strategic monitoring Questions;
- Results Analysis Modules (RAM);
- Regional Annual Reports (RAR);
- Global data sources such as MICS, DHS, and other related surveys;
- Country-specific thematic reports;
- Regional Office summaries and related documents;
- Executive Director’s Annual Report, including its Data Compendium;
- Programme Division Annual Report;
- Studies of innovations in Child Protection;
- Reports of select Mid Term Review countries in 2016;
- Sustainable Development Goal (SDG)-related documents;
- Evaluation studies from UNICEF HQ, regional and country offices;
- Documentation produced by country and regional offices (including official documents) of systems strengthening and concerning the financial aspects of the Child Protection system;
- CRC concluding observations.
Duty Station
The assignment is remote-based and no travel to NYHQ is required. Communication can be done via phone, skype and email.**

KEY COMPETENCES, TECHNICAL BACKGROUND, AND EXPERIENCE REQUIRED DEADLINE
- Advanced university degree in social sciences or other related field, preferably with some specialized training in development studies.
- At least 10 years of solid responsible professional work experience in a relevant field.
- Previous work experience with UNICEF an asset, in particular, producing Annual Results/Global Thematic Reports.
- Previous experience in copy-editing and fact-checking.
- High level proficiency in standard computer software, in particular, Microsoft word.
- Demonstrated ability to meet deadlines.
- Excellent written and oral communication skills in English, of publication standard.
- Persistence in follow up, tact and diplomacy to work with international personnel.
